What Is a Building Recertification in Florida?

A Building Recertification is a mandatory inspection required by Miami-Dade and Broward counties for buildings that have reached a certain age. It evaluates the structural integrity and electrical systems of the building to ensure they remain safe and meet current Florida Building Code standards.

The recertification is performed by licensed Professional Engineers (PEs) — not home inspectors or contractors. The result is a PE-stamped engineering report submitted directly to the local municipality for approval.

Following the 2021 Surfside condominium collapse, Florida significantly strengthened its building recertification laws. The current requirements are stricter than the original 40-year program, with new timelines for coastal buildings and condominiums.

Miami-Dade & Broward County

The laws were updated after the Surfside collapse in 2022. Here are the current requirements in effect for 2026:

Miami-Dade County

Section 8-11(f) — Code of Miami-Dade County

🏢 Inland buildings (3+ miles from coast): First recertification at 30 years, then every 10 years
🌊 Coastal buildings (within 3 miles of coast): First recertification at 25 years, then every 10 years
📋 Report deadline: 90 days from the Notice of Required Recertification
🔌 400+ amp electrical systems: Require Thermographic Inspection Level II — GCE is certified
🏗️ Threshold buildings (3+ stories or 50+ ft): Require a licensed Special Inspector for structural assessment
Exempt: Single-family homes, duplexes, minor structures under 2,000 sq ft with 10 or fewer occupants
⚠️ Coastal buildings built 1983–1997 within 3 miles of the coast were required to complete their first recertification by December 31, 2024. If not completed, immediate action required.

Broward County

BORA Policy #05-05 — Building Safety Inspection Program

🏢 All buildings 3 stories or taller: First inspection at 25 years, then every 10 years
📍 No coastal exception: Broward applies the 25-year rule to all buildings regardless of distance from the coast
📋 Report deadline: 180 days from the Notice of Required Inspection
💰 Non-compliance fines: Up to $1,000/day for first violation, up to $5,000/day for repeat violations
🔧 Repairs timeline: If repairs are required, 180 days to complete from the date of notice
Exempt: 1–4 family dwellings under 3 stories, fee simple townhouses, minor structures under 3,500 sq ft
ℹ️ Broward's program supersedes Florida Senate Bill 154. The county sends inspection notices each June for buildings due that cycle.

About Building Recertification

Is recertification still called the "40-year program"?
Not exactly. After the 2022 law changes, the requirements in Miami-Dade now start at 30 years for inland buildings and 25 years for coastal buildings. Broward now starts at 25 years for all buildings 3 stories or taller. The "40-year" name is still used colloquially but the actual timelines are shorter.
What inspections are required for recertification?
Both counties require a structural inspection and an electrical inspection — both performed by licensed Professional Engineers or Registered Architects. In Miami-Dade, buildings with electrical systems of 400 amps or more also require a Thermographic Inspection Level II. GCE handles all three in-house.
How long does the recertification inspection take?
The on-site inspection typically takes 2 to 8 hours depending on building size and complexity. The PE-stamped report is delivered within 5 to 10 business days after the inspection. Rush options are available for urgent deadlines. Municipality approval times vary.
How much does a building recertification cost?

My building is near the beach — do I have a shorter deadline?
Yes — in Miami-Dade, buildings within 3 miles of the coastline must complete their first recertification at 25 years instead of 30. In Broward, the 25-year rule applies to all buildings 3 stories or taller regardless of coastal proximity. What's the difference between recertification and a Milestone Inspection?
The recertification is a county requirement (Miami-Dade and Broward) for all commercial and multi-family buildings. The Milestone Inspection is a state requirement (Florida SB 4-D) for condominiums 3+ stories. Many buildings need both. GCE can coordinate both inspections together to minimize cost and disruption.
What are the new report templates for Miami-Dade?
As of January 2025, Miami-Dade now requires new updated report templates for all recertification reports for the 2025 cycle and beyond. Prior forms are no longer accepted. GCE uses the current approved templates — our reports are never rejected for outdated forms.
