What Is a Structural Integrity Reserve Study (SIRS)?
A Structural Integrity Reserve Study (SIRS) is a mandatory assessment for Florida condominium and cooperative associations. It has two key components:
1. Structural Assessment — a licensed engineer visually inspects all critical structural components of the building to assess their current condition and remaining useful life.
2. Reserve Funding Plan — based on the inspection findings, the engineer calculates the estimated replacement costs of each component and develops a funding plan so the association has adequate reserves for future repairs — ensuring the reserve balance never falls below zero.
The SIRS was created in response to the 2021 Surfside condominium collapse and is now mandatory statewide under Florida law.
2026 Compliance Status
The initial SIRS deadline was December 31, 2025 (extended from 2024 by HB 913). Associations that have not completed their SIRS are now non-compliant and face serious consequences including ineligibility for Citizens Insurance.
